Roses need air at the roots to prevent root rot. The soil can be loosened with a rose fork without damaging the roots. Stick the rose fork into the dry soil and then gently move it back and forth.
You can work more specifically with a rose fork and actually only loosen the soil without seriously damaging the roots.
